Attorney Marc J. Luxemburg, who is President of CNYC, has led the development of a model Proprietary Lease and Shareholders Agreement, which CNYC considers well adapted to the 21st Century needs of New York housing cooperatives. Version 2.03A included suggestions received from many experts since the development of this document began. Mr. Luxemburg will discuss the major innovations found in the new lease and will offer sound advice for ensuring its adoption. Advance reservations are required for this workshop. There is no fee for representatives of CNYC member cooperatives and condominiums; others are welcome at a fee of $60 if paid in advance or $75 at the door.. For most of people, the purchase of a cooperative or condominium unit is a big step and a big investment. This requires careful planning, an organized search, and a careful investigation of the unit and its surroundings before an offer to purchase is made. Easily said, but not always easily done. Sometimes, the thought of losing a 'dream apartment' can cause people to spend far more than is prudent or to set aside other requisites they had set as to location, size of building, available amenities. Seduced by a spectacular view, an individual may temporarily overcome his fear of elevators only to find himself taking the stairs to a 26th floor apartment. Or, failing to understand that a self-managed building requires participation by all residents, an individual unwilling to 'chip in' may soon become a pariah. Attorney Arthur I. Weinstein, who is vice president of CNYC and home inspector James Heller will present cogent advice to the prudent purchaser regarding the organizing of priorities, the reliance on qualified professionals to evaluate the physical structure of the apartment and the building in which it is located, the financial history of the building, the corporate records as reflected in minutes of board meetings. Representatives of CNYC member cooperatives and condominiums attend this session at no cost, but advanced registration is required. Non-members are very welcome at a fee of $50, payable in advance. SELF-MANAGEMENT 101: A 3-Session Program for Small Buildings

This series gives boards of small buildings tools to meet their challenging responsibilities. It covers virtually every aspect of running a small building, with a constant focus on how to use professionals and vendors to best advantage. Registrants are strongly encouraged to attend all three sessions. The first presents an overview of administrative needs, the second focuses on the physical plant and the third addresses financial responsibilities. Representatives of CNYC member buildings attend Self-Management 101 for $100 ; non-affiliates are welcome at a fee of $90 per session payable in advance. Advance registration is required. Many CNYC members support the National Association of Housing Cooperatives, which works in the interest of housing cooperatives nationwide. Its legislative victories on our behalf include legislation that permits reverse mortgages for cooperative apartments, legislation allowing veterans to use their low interest benefits to purchase a home in a cooperative, and the recent important changes in Section 216 of the Internal Revenue Code (see pages 1, 3, 12 and 13 of this Newsletter).. Mark Shernicoff, treasurer of CNYC is the current president of NAHC. Attorney Stuart M. Saft, will lead participants through a detailed review of the responsibilities of boards of managers of New York condominiums, the powers they have and the limitations they must face. Basic condo documents will be examined and practical suggestions will be provided for ensuring a smooth functioning, congenial condo community. This workshop is limited to condo board members and potential board members. A light supper will be served. The cost is $75 for representatives of CNYC member condominiums and those affiliated with the Harlem CDC and $125 for non-affiliates. Advanced reservations are required.
